You should check the built-in Help file for the vspMgr application because I can't obtain the application and since I am not an Amateur Radio Operator, the developers won't make the software available for downloading.
It seems that the only way to obtain the details about port configuration is from the developer himself. Use the following email address to get in touch with him:
Is there a workaround for Vspmgr not saving the virtual COM ports? Running Windows 10 64 bit. Every time I shut the computer down upon restart I have to reinstall the virtual COM ports.

In Windows 10, you will have to disable Driver Enforcement, because when you add a virtual COM port, a driver is installed.
To disable Driver Enforcement, go to Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press 7 > Restart.
After this procedure, install the software, add the COM ports and launch the software as Administrator. Finish the configuration and reboot the PC - the COM ports will be there.
